Starting or running a private security agency in India requires a valid PSARA License. Before deploying security personnel, private security agencies must secure this license under the Private Security Agencies (Regulation) Act, 2005.
The PSARA Act, 2005 regulates private security agencies across India and came into force on 14th March 2006. The law is supported by the Central Model Rules, 2006, which provide procedural guidelines. Each state appoints a Controlling Authority (not below the rank of Joint Secretary) responsible for issuing and monitoring PSARA licenses.
Stepwise Process for PSARA License
Step 1
Documentation
Gather all required documents based on entity type (company, LLP, partnership, or individual).
Step 2
MOU With Training Institute
Sign an agreement with a recognized security training institute for staff training.
Step 3
Application Filing
File your application with the state Controlling Authority. A separate license is required for each state.
Step 4
Antecedent Verification
The Controlling Authority and local police verify the business and key personnel.
Step 5
License Issuance
Upon successful verification, the PSARA License is issued. A personal interview may sometimes be required.

Eligibility Criteria for PSARA License
Agencies
- Business Name & Object: Name must include “Security Services” or similar; MOA must specify security services as business activity.
- MOU With Training Institute: Sign an agreement with a state-approved training institute for guard training.
- National Interest: Applicants must have no affiliation with banned organizations or groups.
Directors / Owners
- Education: Minimum 8th standard pass
- Nationality & Age: Indian citizen, above 18 years
- Special Qualifications: Security training for owners and key personnel
- Clean Antecedents: Verified by police and Controlling Authority
- Financial Standing: Must be sound; income tax returns may be requested
- No Pending Cases: No unresolved court cases against key officials
FDI Restrictions
- PSARA license is not granted to foreign-owned agencies.
- Foreign investment up to 49% is allowed with government approval.
