    What is FSSAI Annual Return?

    All FBOs holding State or Central FSSAI Licenses and engaged in food manufacturing or importing (excluding milk products) are required to submit an annual return. The annual return is governed under Clause 2.1.13 of Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, and must be filed on or before 31st May each year. Eligibility to file annual return: FBO holds a State or Central FSSAI License FBO is engaged in manufacturing, exporting, or importing food products (including milk & milk products)

    Half-Yearly Returns for Milk & Milk Products

    Note: From FY 2020-21 onwards, the half-yearly return for milk product manufacturers has been discontinued.

    FSSAI Annual Return: Key Due Dates

    Food Business Operators (FBOs) must file annual returns to ensure compliance with the Food Safety & Standards Act, 2006. Stay updated to avoid penalties and maintain license validity.

    Last Date

    31st May of each year for the previous financial year.

    Example

    FSSAI annual return for FY 2020-21 was due on 31st May 2021.

    Extensions

    During exceptional cases like COVID-19, the FSSAI may extend the filing deadline without additional fees.

    Prescribed Form

    Form D-1 – mandatory for each class of food products handled or manufactured in the previous financial year.

    Multiple Licenses

    FBOs with multiple licenses must file separate returns for each license/location.

    Information Required

    • Name and address of FBO
    • FSSAI License number
    • Quantities of food products handled, manufactured, exported, or imported
    • Per product: name, packaging, quantity, value
    • For exports/imports: country/port, quantity, rate, total value

    Exemptions from Filing

    • Petty food business operators with FSSAI Registration
    • Distributors, wholesalers, retailers, transporters
    • Restaurants, grocery stores, fast-food outlets, canteens
    • Food service providers

    Penalty for Late Filing

    Failure to file annual returns by 31st May attracts a penalty of Rs. 100 per day, continuing until the return is filed. Timely submission is crucial to avoid fines and ensure uninterrupted operations.
